In the USA, the major recreational scuba training agencies allow children 10-14 to obtain a Junior certifications. The standards vary some between the agencies, but in general the Junior diver is permitted to dive with restrictions under the direct supervision of a certified adult. A Junior certification can be upgraded to an "adult" certification once the child reaches the age of 15.
Whether this is a good idea or not is a whole different discussion. There are physical and psychological reasons that suggest it may be wiser to wait until the child is older before exposing them to the hazards associated with diving.
By the way…it is a certification, not a license. In most areas of the world, scuba diving is regulated by the scuba industry not by the government

When I took lessons the minimum age was 16
You should be able to scuba dive and take the courses once your body is ready. I started scuba diving when i was 13 but my dad was also a dive instructor. Now, if you do scuba dive at this age i wouldn’t recommend going deeper then 40-50 feet but don’t worried there’s a lot you can see below that. Also it depend on who your going with company wise. Truthfully even though this ay be bias because of my dad i would recommend PADI. They really take care of their students and make sure they know what their doing before they get in the water. I wouldn’t let anybody tell you that you are too young. Moviebuff has all of the correct information. My advise would be to get gear that you are not going to outgrow by next year. Instead ask for lessons for your birthday. That will cost a few hundred bucks. Ask for gear every birthday after that.
At the club i qualified at there was no real minimum age but my brother did it when he was 10 so i am sure you will be alright.
As for the kit i would qualify first as there is no point getting the kit. Number 1 you may not like it 2 it can take a while to qualify 3 the course is expensive so buy that first.
Talking from experience being 15 you will begin to grow quite fast so and the kit you will probably grow out of and when you are looking at a couple of thousand for everything you need for the moment it is far easier and cheaper to rent the kit and the amount of diving i do which is only a couple a year it is not really worth it for now.
