Unknown Water Snake, an Unusual Scuba Dive Encounter in the Ocean of Moalboal Philippines

It’s unusual to meet this snakeunderwater in the ocean, because I think it’s not a sea snake after all. Most probably a water snake but I don’t know which kind. So any help with identification is most appreciated.The snake was filmed on a sandy bottom near Moalboal town on the south west coast of Cebu Island in the Philippines.
